Why should a resident of New Jersey care about its State Debt?

Corzine wants to implement a plan to increase tolls over the next 15 years to create extra money flow for bridges and to reduce the state debt. That’s fine, but why should someone care about the state debt in the first place? How does it affect a regular citizen of NJ?
